            Low efficient products is phasing out

            In order to promote green consumption, improve high qualified development and lead green lifestyle, co-released by National Development and Reform Commission (NDRC ) and other government departments, “Green and high efficient refrigerating action plan”(Plan) is encouraging consumers to choose high efficient products.

            China is a largest producer and exporter of refrigeration and air conditioning products, with 800 billion RMB of annual output value, over 3 million employees and household air conditioners and fridges accounting for 80% and 60% of the total in the world, respectively.

            In China, energy consumption of industry, building and transportation is equally to one third of the total.

            As the requirements in the Plan, annual electricity consumption should decrease around 400 billion kW by 2030, equivalent to saving 120 million tons of standard coal and reducing 322 million ton of CO2 emission.  Meanwhile, the Plan also points out to mandatorily phase out 20%-30% of low efficient products, which promote the energy efficiency limit values of main products   reaching or exceeding that of developed countries.

            China has established a comprehensive efficiency standards system of energy saving design, monitoring and test, assessment & calculation and economic operating for refrigeration and air conditioning products.  The government has launched mandatory standards for 15 catalogs including room air conditioner, multi splits, unitary, fridge, chiller, commercial refrigerating unit, heat pump and compressor for air conditioning.

            As the data from UNEP, in this scenario, by 2100, the energy consumption of R&AC and heat pump will increase 33 times.  The Plan will strongly to improve the energy efficiency and technology advancement of China refrigeration and air conditioning industry, which also be helpful to achieve 2℃ temperature target in Paris agreement.

            The Plan encourages leading manufactures to release more strictly company standards, as “top runners”.
